Education, USNA, 1915; Service in USS New York, which operated with the Grand Fleet dur­ ing World War I, 1918; In USS New Mexico, Pacific Fleet; In USS Burns, Babbit, Zeilin and Ramapo; Graduate of the Naval War College, 1924, and served on the Asiatic Station as CO, USS Bittern; Was awarded bachelor and master of laws, 1929 and 1934from George Washington Uni­ versity; CO, USS Trever, 1932-1934; Navigator, USSAstoria, 1934-1936; XO, USS Pennsylvania, 1938-1940; Aide to CNO, 1940-1941; Naval Aide to President Franklin D. Roosevelt, 1942; CO, USS Iowa, 1943-1944, during campaigns at Kwajelin, Truk, Saipan, Hollandia, and the Battle of the Philippine Sea; CO, Cruise Division One, where he served in the Aleutian Islands and saw ac­ tion off the Kurile Islands, 1944-1945; Assistant and then Deputy CNO for Administration, 1945- 1946; Deputy Commander in Chief, Pacific Command and U.S. Pacific Fleet, 1948-1949; Direc­ tor of the Staff, Personnel Policy, Office of the Secretary of Defense, 1949-1952; CO, First Naval District, 1952-1953. Retired, 1953.
